Tanner is an undercover FBI agent who is tasked with capturing a dangerous group of Miami mobsters called South Beach, led by Callita and Lomaz, with the help of his friend and partner Jones. Tanner manages to infiltrate the group of gangsters to stop them from within. The South Beach gang is related to Solomon Caine (the man dressed in white and wearing hippie glasses who appears in Driver 2) and Jericho, his not-so-loyal bodyguard, who ends up killing Caine in an elevator.
