The game takes place after the events of Sonic the Hedgehog 3 & Knuckles. Sonic and Tails receive a warning about a strange energy emanating from Angel Island, so they board the Tornado to search for the source of the signal. However, Dr. Eggman sends a group of elite robots, the Hard-Boiled Heavies, to reach the signal before Sonic and Tails. The robots excavate the energy source, which is a mysterious gem called the "Phantom Ruby," which grants the robots special powers.
